Effective: September 21, 2004

Justification: This document details the modifications and/or corrections made to the Authority’s Fiscal Year 2005 basin-wide Quality Assurance Project Plan (QAPP). These changes include an update to Table A7.1 (Measurement Performance Specifications), to reflect a change to a Lab Reporting Limit performed by the Lower Colorado River Authority (LCRA) Laboratory. A station on Table B1.1 of Appendix B in Amendment Three was included with a temporary station number (RR100) when in fact a station number existed for the location (15749). This temporary station number will be replaced by its existing number and the site’s long description will be modified to reflect the description in TRACS. In addition, temporary Station RR200 has been assigned a TCEQ Station I.D. number 18369 and its long description will be modified to reflect its description in TRACS. Also, a new monitoring site 18370 will be added to the Authority’s Coordinated Monitoring Schedule. An updated map of the Red River Basin monitoring sites for Fiscal Year 2005 is also included to reflect all of the appropriate changes. Additionally, revised versions of the Authority’s Field Data Form, Turbidity Log, Fecal Coliform Bacteria Log, and E. coli Bacteria Log are included in this amendment.

Summary of Changes: The following information in Amendment IV includes the following changes:

•          Changed the Lab Reporting Limit for Nitrate/Nitrite-N, Total for the LCRA Laboratory on Table A7.1.

•          Changed Station RR100 to Station 15749 and modified its long description to reflect its description in TRACS.

•          Changed Temporary Station RR200 to TCEQ Station I.D. 18369 and its long description has been modified to reflect its description in TRACS.

•          Added TCEQ Station I.D. 18370 to Table B1.1 – Coordinated Monitoring Schedule for Fiscal Year 2005.

•          Updated the map of the Red River Basin Monitoring Sites for Fiscal Year 2005.

•          Revised the Authority’s Field Data Form, Turbidity Log, Fecal Coliform Bacteria Log, and E. coli Bacteria Log.

Detail of Changes:

•          Table A7.1 reflects a change to the Lab Reporting Limit for Nitrate/Nitrite-N, Total (EPA Method 353.2) from 0.04 to 0.02 mg/L for the LCRA Laboratory.

•          Temporary Station RR100 has been changed to TCEQ Station I.D.15749 and its long description has been modified to:

Bois D’Arc Creek 375 m upstream of Pig Branch Confluence at abandoned

bridge site of Seven Oaks Rd/Fannin CR 2925.

•          Temporary Station RR200 has been changed to TCEQ Station I.D. 18369 and its long description has been modified to:

Unnamed Tributary of Lake Texoma Northeast of Intersection of Hagerman Road

and Airport Road in Grayson County 462 meters upstream of Airport Road.

•          The following station has been added to Table B1.1 to reflect monitoring added to the Authority’s Monitoring Schedule for Fiscal Year 2005:

Station 18370 – Choctaw Creek at US 82, East of Sherman 5.07 km downstream of SH 56.

•          The map of the Red River Basin Monitoring Sites for Fiscal Year 2005 has been updated with appropriate changes.

•          Updates have been made to the Authority’s Field Data Form, Turbidity Log, Fecal Coliform Bacteria Log, and E. coli Bacteria Log.

Distribution: QAPP Amendments will be distributed to all personnel on the distribution list maintained by the Red River Authority of Texas.

These changes will be incorporated into the QAPP for the Red and Canadian River Basins for FY 2004-2005. The TCEQ and the Red River Authority of Texas will acknowledge and accept these changes by signing this amendment.
